NCRTC is a joint venture between the Government of India and the state governments of Delhi, Haryana, Rajasthan, and Uttar Pradesh, operating under the Ministry of Housing and Urban Affairs. The corporation is responsible for implementing the Regional Rapid Transit System (RRTS) — a high-speed, rail-based commuter service designed to improve regional connectivity in the NCR region.
Currently, the Delhi–Meerut corridor (82 km) is under implementation, with 55 km already operational from New Ashok Nagar to Meerut South. Other corridors — Delhi–Gurugram–SNB–Alwar and Delhi–Panipat–Karnal — are planned under Phase I.
