? About ASDMA and AIRBMP
The Assam State Disaster Management Authority (ASDMA) is implementing the Assam Integrated River Basin Management Project (AIRBMP) with financial assistance from the World Bank.
The project aims to strengthen institutional capacity for water resource management, flood and erosion control, and resilience building in the Brahmaputra–Barak basin.
The AIRBMP comprises five major components:
- Institutional Strengthening
- Integrated River Basin Planning & Demonstrative Investments
- Flood and Erosion Management
- Project Management
- Contingency Emergency Response Component (CERC)

? Educational Qualification & Experience
Essential Qualification
- Graduate in Commerce/Finance from a recognized university.
- Knowledge of Tally ERP 9.0 is mandatory.
- Proficiency in MS Word, Excel, and PowerPoint.
Desirable Qualification
- Experience in PFMS (Public Financial Management System).
- Fluency in English and Hindi; knowledge of Assamese preferred.
Experience Required
- Minimum 5 years of relevant experience in a similar profile in any Govt./Semi-Govt./Reputed organization.
- Preference will be given to candidates with experience in World Bank or other externally aided projects.
?? Key Job Responsibilities
- Maintain all accounting and financial records using Tally software.
- Assist the Finance Management Specialist in audits, statutory compliance, and reporting.
- Prepare Quarterly Interim Unaudited Financial Reports (IUFR) and Annual Financial Statements.
- Ensure regular internal financial checks and assist in audit compliance.
- Support project-related financial monitoring and World Bank documentation.
- Conduct periodic field visits and random checks of project sites.
? Duration of Contract
- The engagement is for one year, extendable based on performance and project requirements.
- The consultant will be based full-time in Guwahati and must be willing to travel across Assam for project-related work.

- Candidates will have to deliver a 10-minute presentation on a case study related to procurement experience, followed by a 10-minute interactive session.
