How to Apply for Bagar Hukum / Akrama Sakrama: Steps
Here is a general process:

Get the Application Form

The form needed is Form No. 57 for many Bagair Hukum applications.

The Revenue / Tahsildar office in your Taluk should have this form.

Fill Out the Form

Provide your personal details, details of the land (village, survey number, area, etc.), description of your cultivation, since when you have been cultivating, etc.

Application is then considered by the Bagair Hukum committee (which includes the MLA of the area, Tahsildar, and other revenue officials). If found eligible, your application is approved.

Once approved, you will receive a Saguvali Cheeti (possession / cultivation certificate) or a title grant (Hakku / grant of land) depending on rules. Digital / e-certificates are being increasingly used.

Bagar Hukum Karnataka
“Bagar Hukum” in Karnataka refers to the granting of government land to landless farmers who have been cultivating it without official ownership.

The term literally means “without authority” or “unauthorized”, because such farmers were cultivating land without formal rights.

The Karnataka government, through the Bagar Hukum scheme, allowed regularization and ownership rights to these farmers if they could prove continuous cultivation for a certain period (usually before a cut-off year).
