How to Apply for Bagar Hukum / Akrama Sakrama: Steps

Here is a general process:

  1. Get the Application Form

    • The form needed is Form No. 57 for many Bagair Hukum applications. 

    • The Revenue / Tahsildar office in your Taluk should have this form.

  2. Fill Out the Form

    • Provide your personal details, details of the land (village, survey number, area, etc.), description of your cultivation, since when you have been cultivating, etc.

    • Attach the required documents.

  3. Submission

    • Submit the Form 57 (with all attachments) to the Tahsildar’s office in your Taluk.

    • In some places, there may be Village Accountant or Village Administrative Officer involvement for verification of cultivation and location.  

  4. Verification

    • The local village officer inspects the land / checks cultivation and trips out to see condition. Satellite imagery may also be used in many cases.  

    • Reports by Tahsildar / Revenue Supervisor as required.

  5. Bagair Hukum Committee Meeting

    • Application is then considered by the Bagair Hukum committee (which includes the MLA of the area, Tahsildar, and other revenue officials). If found eligible, your application is approved.  

  6. Issuance of Title / Certificate

    • Once approved, you will receive a Saguvali Cheeti (possession / cultivation certificate) or a title grant (Hakku / grant of land) depending on rules. Digital / e-certificates are being increasingly used. 

  7. Follow-Up

    • Keep track of your application status with the Tahsildar’s office. If your application was rejected, there is a process for re-examination in certain cases.

Bagar Hukum Karnataka

Bagar Hukum” in Karnataka refers to the granting of government land to landless farmers who have been cultivating it without official ownership.

  • The term literally means “without authority” or “unauthorized”, because such farmers were cultivating land without formal rights.

  • The Karnataka government, through the Bagar Hukum scheme, allowed regularization and ownership rights to these farmers if they could prove continuous cultivation for a certain period (usually before a cut-off year).

  • It was mainly aimed at helping poor, landless, and marginalized farmers gain legal rights to the land they were already cultivating.

  • Committees were formed at the taluk and district levels to verify claims and issue grants.

Eligibility Key Points for Bagar hukum

Before applying, make sure:

  1. You are cultivating government land without formal ownership.

  2. Cultivation must have been going on before the cutoff date (in many cases before 2005) or the relevant date set by the law.

  3. You must be of eligible age (for example, 18 years by the cutoff date).

  4. The land should be used for agricultural purposes (i.e. not non-agricultural use).

  5. The applicant should not already own more than a certain area of land (which may disqualify them).
