Telecommunications Consultants India Limited (TCIL), a Government of India Enterprise under the Ministry of Communications and Information Technology, has released an official notification Advt. No. TCIL/ITT1/320/2025 dated 24 December 2025 for recruitment of qualified and experienced professionals on a contract basis for the Bihar State Wide Area Network Version 3.0 (BSWAN 3.0) project.

The engagement will be for Bihar State Electronics Development Corporation (BSEDC). Interested and eligible candidates must apply offline on or before 09 January 2026.

? Educational Qualification & Experience (Summary)

? Project Manager

• B.E / B.Tech / MCA with MBA
• Minimum 12 years experience (8 years in Enterprise Network Management)
• PMP / PRINCE2 certification preferred

? Operation Lead

• B.E / B.Tech / MCA (MBA preferred)
• Minimum 10 years experience
• Experience in SWAN, BharatNet, Smart City, SecLAN projects
• ITIL / ISO 20000 certification preferred

? Engineer L-3 (Network / System / Security)

• B.E / B.Tech / MCA
• Minimum 8 years experience
• Certifications: CCNP, RHCSA, MCSE, CISA, CompTIA, OSCP (as applicable)

? Engineer L-2 (Network & Monitoring)

• B.E / B.Tech / MCA
• Minimum 5 years experience
• CCNA / JNCA certification
• Must work in 24×7 shifts

? Portal Administrator

• B.E / B.Tech / MCA
• Minimum 5 years experience
• Experience managing large Government web portals

? Video Conferencing Coordinator

• B.E / B.Tech / MCA
• Minimum 5 years experience
• Experience in SWAN / IT Infrastructure projects

? Helpdesk Engineer

• Science Graduate / BCA
• Minimum 3 years IT experience
• ITIL v4 Certification mandatory
• 24×7 shift duty

? Store In-Charge

• B.Sc / B.Com / BCA
• Minimum 5 years experience
• Inventory & IT Infrastructure logistics experience

? Contract Period

• Initial contract: 1 year
• Extendable annually up to 5 years based on performance and project requirement
• No claim for permanent employment in TCIL or BSEDC

? Working Conditions

• Project-based working hours
• Shift duties including holidays
• No overtime payment
• Deployment anywhere in Bihar as per project needs
